The European Directive of February 2014 that announced new ways to contract projects and works from 2016 was very clear in its precepts: the Public Administration should focus its investments on the operation and maintenance phase, betting on its quality to minimize these costs derived from the passage of time and the use of a building or infrastructure.

Therefore, it had to be contracted for quality or for quality / price ratio. But never for the lower cost and even less for auction. What will we need to change in our business model and the way we work to achieve it?
