Navarra: Leading region in public housing, sustainability and innovation

Navarra attends REBUILD 2025 as ‘Guest Innovation Region’, a recognition that highlights its pioneering model in public housing, sustainability and construction innovation. The region has positioned itself as a national benchmark thanks to its firm commitment to industrialisation, energy efficiency and public-private collaboration in building.

 

A public housing model that leads the way

Navarra has established itself as a national benchmark in the promotion of affordable housing, thanks to public policies such as the Navarra Social Housing Plan, launched in 2016. This plan responds to the commitment of the public authorities to contribute to guaranteeing the most vulnerable population access to quality, affordable rental housing, recognising it as a basic social right. All of this is developed under the principles of Almost Zero Consumption Construction (ECCN), with the highest standards of energy efficiency, sustainability and a firm commitment to the industrialisation of construction processes.
The Plan envisages the construction of a total of 1,353 subsidised housing units (VPO). Of these, 591 form part of the initial phase, almost all of which has already been completed, with an investment of over 135 million euros, co-financed (29%) by the European Investment Bank (EIB), the Government of Navarra, Nasuvinsa (62%) and the European Next Generation (MRR) funds (9%).
The second phase of the plan foresees a total investment of 160 million euros (49% public bank financing, 29% private investment, 14% resources from the Government of Navarra and Nasuvinsa and 8% subsidies) for the construction of 762 subsidised housing units. Of which 56% will be developed through direct promotion by the Government of Navarra, through the public company Nasuvinsa, and the remaining 44% through delegated promotion, cooperatives, foundations and private companies (among other means, with the creation of a mixed company, 50% public capital and 50% private capital).

In line with these objectives, the plan has also promoted the development of buildings built to Passivhaus standards, the implementation of BIM methodology in public building processes, as well as the promotion of industrialised solutions in wood. These actions reinforce Navarra’s commitment to sustainability, energy efficiency and innovation in construction processes, consolidating its leadership in public policies for affordable and quality housing.

 

Institutional leadership and business collaboration
From the public company Nasuvinsa, which coordinates the presence at the Fair, to the BAI Foundation, a benchmark centre for industrialisation and robotics in construction, the ecosystem in Navarra is based on a solid foundation of innovation, technical excellence and cooperation between sectors.
Navarra will have an intense agenda at REBUILD. The institutional delegation will take part in the opening ceremony and in the award ceremony for Navarra as a ‘European Innovative Region’, in recognition of its track record in promoting innovation in public policy and sustainable development.

A stand that reflects the identity and innovation of Navarra
Navarra will have its own exhibition space at REBUILD, designed under the values of its territorial brand. This stand will be a meeting point for meetings, round tables and presentations of public housing projects developed with architecture studios, construction companies and local councils.
In addition, the special session ‘Navarra, Guest Innovation Region. A region to follow’, which will take place on the afternoon of 23 April, will provide first-hand knowledge of the keys to the Navarra’s model of sustainability and housing.
